Job Summary

The Engineering Manager provides leadership across functional departments, with Government technical representatives, and subcontractors to evaluate and continuously improve engineering/CM processes and metrics to ensure the engineering organization executes engineering projects in the most efficient and effective manner possible. Responsible for developing and reporting metrics on engineering tasks, including budget forecasting and tracking, milestone management, and portfolio project management. Monitor metrics to develop strategies and formulate plans to improve engineering department performance. Provides leadership and assistance to include overseeing sustainment projects and major refurbishment efforts, planning equipment relocation and integration in support of range growth or other requirements. The duties include reporting status and progress of engineering tasks to stakeholders through online task status listings and review meetings. Direct interface with the Government engineering representatives is required to define requirements and project deliverables. May serve as a Principal Engineer and individual contributor to assigned tasks and significant projects requiring the expert application of advanced knowledge. Support development of technical initiatives, support technician training and improvements in equipment reliability and maintainability.

The Engineering Manager also provides Configuration Management (CM) oversight and management for the range CM activities. The Engineering Manager participates in change request review to evaluate and monitor any modification to equipment or facilities to improve operability/reliability/ maintainability. Assigns drafting resources to support Configuration Management and other requirements as they arise. Reviews the preparation and creation of technical drawings and documentation.

Leadership and Supervisory Responsibilities - The Engineering Manager supervises and evaluates performance of range engineers and staff.

  • Resolves personnel problems and situations within engineering activities.

  • Evaluates the contract engineering staffing levels to determine the most efficient organization and skillsets needed to meet contract requirements.

  • Reviews engineering department responsibilities and propose recommendations for improvement of engineering processes, staffing, and organization to most efficiently meet contract requirements.

  • Directs technical personnel in advanced troubleshooting and project assignments involving tasks, development, integration and sustainment of range systems or processes.

  • Supports CTTR Engineering Manager by facilitating inter-range engineering activity through temporary reassignment of personnel and technology transfer to other sites.

  • Has the authority to assign Engineering personnel and conduct tasking in accordance with contract requirements.

  • Develops, interprets, and implements technical and administrative policies and procedures. Performs other related duties and assignments as directed.

Minimum Requirements

Minimum Position Knowledge, Skills, and Abilities Required:

Bachelor’s Degree in Engineering or related field.

Minimum 5 years’ experience in the following areas:

  • Project Management

  • Technical-related supervisory/managerial experience

  • Configuration Management and Technical Writing

  • Electronics, communications, radars, tracking systems, networks, software, and/or Cyber Security experience

Possess and maintain an active DoD security clearance.

Required Qualifications:

  • Obtain and maintain the appropriate level of Clearance

  • Must possess a valid state Driver's License

  • Must obtain and maintain current CPR/First Aid certification

Preferred Qualifications

Desired Qualifications:

-Master’s Degree in Management or technical curriculum

  • Project Management Professional (PMP) certification

  • Technical experience with military range systems
